The tsunami and massive earthquake were only the beginning of the disaster. The violent collision also caused changes in the weather over the sea. The meeting of cold and warm air currents produced thick cloud cover.
Aided by the typhoon, these clouds continued to drift. As they moved, many clouds could no longer bear their burden and turned into rain, pouring down in torrents.
Many other clouds continued drifting with the wind. Starting from the sea, the rain gradually spread inland.
No sooner had he settled his family than the rain began pouring down. At the sight of it, Hudson had briefly considered intervening personally, but after thinking it over, he ultimately gave up.
The raging wind and rain sweeping in had originated at sea. Although the collision had ended, the ocean had not calmed down because of it.

If he forcibly intervened, many clouds that had merely been passing by might turn into rain and fall as well.
