Carter could not help but smile at that.

Colonel Phillips sounded as though he were complaining, but anyone with eyes could see how immensely satisfied he was with Chen Mo. He was clearly praising him.
Agent Carter looked at the Colonel, who showed Chen Mo such unusual favor, then thought of his attitude toward Steve and could not help feeling indignant on Steve's behalf.
She knew Steve was not as powerful as Chen Mo, but after being enhanced by the Super Soldier Serum, he was undoubtedly a formidable fighter, far beyond an ordinary man. He was absolutely not as inadequate as the Colonel made him out to be.
