Despite seeing it with his own eyes—the Patrol Team's vastly improved equipment and morale—Fabino still found it hard to believe that public security in the Southeast District had truly improved.
But once he stepped onto the streets, every passerby they encountered, regardless of age or gender, whether they were busy with something or merely on their way somewhere, stopped when they saw him and the members of the Patrol Team beside him. When even an old fish vendor stopped in front of Fabino and greeted him expressionlessly, the assessor's astonishment finally reached its peak. "All right, what the hell is going on here? Are they trying to lower our guard so they can assassinate us afterward?"
"No, they just wanted to say hello. Out of courtesy," Zhang Heng said.
"That's strange." Fabino stroked his chin. "If I remember correctly, the people here had terrible attitudes toward outsiders. They always thought outsiders only wanted to take advantage of them. Though this city really had taken quite a bit from them, I believed they'd rather spit at us than greet us when they saw us."
"Prejudice is hard to change overnight, but at least they were trying now. In any case, saying hello was a good start, wasn't it?"
"Ha, I supposed we'd know the answer to that soon enough." Fabino was noncommittal.
The assessor instinctively doubted everything in the Southeast District. He always felt that what he was seeing was merely a superficial illusion.
