"Yes, I agree to establish the Root organization." The Third Hokage nodded. Then, before Danzo could say anything in delight, his gaze suddenly sharpened. Staring intently at Danzo, he said, "But Root must remain under the Anbu's jurisdiction. It will only be a special unit under the Anbu, and you will have no autonomy."

"Fine. No problem." Danzo did not hesitate in the slightest. To him, as long as Root was established and placed under his command, what did it matter if he lacked nominal autonomy? It would not affect his authority at all.
