The Heavenly Court ought to establish a River God post here and appoint an immortal to oversee it. That would both control floods and prevent ignorant water demons from seeking their own deaths, causing trouble, offending the Heavenly Court, and being hunted down and slain by the Heavenly Soldiers and Generals.
