That mass of water was absorbed instantly, and it had never been meant to put out the fire.
Professor Flitwick was either on the fourth or fifth floor. Seeing such a blaze, he would definitely find a way to deal with it.
If Snape downstairs cast a few more Fire-Making Spells, the time that bought would be enough for Vincent to hide.
