Baobei City lay in the southeastern part of the Central Heaven Empire's northern borderlands. It was one of the empire's key northern strongholds, second in importance only to Central North City among the major northern cities.

To resist the Myriad Beast Empire, the Central Heaven Empire had established three super-large cities in the north: the most important Central North City in the heart of the northern region, Heaven North City in the west, and Baobei City in the south, near the Bao Po Empire.

These three great cities stood in a line, forming a deep defensive network together with dozens of smaller neighboring cities. Vast supplies were also stockpiled within the three cities, specifically for frontline warfare.

The three cities had been constructed as fortresses from the outset. In terms of defensive strength alone, they even surpassed Central Heaven City, the capital of the Central Heaven Empire.
