Background / History
The Huangfu Family was appointed to rule the empire by the Misty Cloud Sect after making major contributions during its founding. The family retained the throne for roughly a thousand years, becoming inseparable from the empire's political identity in the eyes of its people. 230
Despite the imperial family's formal rule, the Misty Cloud Sect held ultimate influence over secular authority. Its sect master could overrule the imperial family, and the Huangfu rulers were expected to answer to the sect. 4 14
After Yun Li'er became Sect Master, the Misty Cloud Sect abandoned its long-standing policy of noninterference and ordered Emperor Huangfu Yi to open peace talks with the Immortal Kingdom of Penglai. Prime Minister Zhuge Jin represented the empire in these negotiations until his assassination destabilized the arrangement. 67 173
Huangfu Yi's regime later restricted troop movements during Penglai's invasion, preventing nearby cities from reinforcing Qinglan City. His faction controlled the Central, Northern, and Western Military Regions, while the Liu and Ji Families consolidated the Eastern and Southern regions behind Huangfu Qing. 229 243
Yun Li'er publicly exposed Huangfu Yi's actions, severed the Misty Cloud Sect's ties with the Huangfu ruling faction, and presented Huangfu Qing as the new empress. The resulting succession split the empire into a northwestern camp loyal to Huangfu Yi and a southeastern camp recognizing Huangfu Qing. 255 243
Under Huangfu Qing, the empire repelled Penglai's invasion of Qinglan City, formed an alliance with West Penglai, and began acquiring Energy Stones and related technology to strengthen its national power. 296 481 482
Governance
Imperial authority
- The Huangfu Family traditionally ruled as the imperial house, though its legitimacy and authority rested heavily on the Misty Cloud Sect's backing. 14 230
- Huangfu Yi sought to free the imperial family from the Misty Cloud Sect's control, even accepting territorial losses and allowing Penglai to weaken rival regional forces. 252
- Huangfu Qing's succession was backed by the Misty Cloud Sect, the Liu Family, and the Ji Family. Her first decree ordered cities and armies to follow the Eastern Military Region's deployments. 253 257
Regional administration
- The empire contains 108 major cities, most governed by centrally appointed City Lords and officials. Qinglan City is an unusual case with a degree of autonomy. 28
- Cangyun Academy operates in major cities as an imperial institution for cultivating talent and feeding qualified graduates into government and military service. 4 28
- Graduates who reach the Core Formation Realm may obtain official posts within the imperial system. 4
- Lishui City's Farmland Contract System delegates local resource distribution to Farmland Chiefs—usually nobles—while preserving the City Lord's centralized control. 87
Military
| Component | Details |
|---|---|
| Military Regions | Eastern, Southern, Western, Northern, and Central Military Regions 177 |
| Eastern Military Region | Guarded by the Liu Family; Marshal Liu Yi serves as its commander. 177 |
| Southern Military Region | Commanded by Marshal Ji Tianyu; maintains an offensive-defensive alliance with the Eastern Region. 177 |
| Central Military Region | Directly governed by the imperial family and has no Marshal. 292 |
| Total strength | The five regions together possess roughly ten million soldiers, though this was considered inadequate against Penglai's cultivator army. 220 |
| Rank structure | Soldier → Captain → Colonel → Commander → General → Rear Admiral → Lieutenant General → Great General → Marshal 292 |
| Generals | Advancement to General requires Core Formation Realm cultivation and substantial military merit. 292 |
| Signature force | Liu Family troops employ Battle Intent Martial Skills to improve conventional soldiers' combat effectiveness against cultivators. 220 524 |
The empire's army was founded on military strength and has fought countless wars over its long history. However, corruption, factional division, and limited naval experience weakened its ability to respond to Penglai's invasion. 220 284
The Eastern Military Region formed the backbone of the later expeditionary force sent to support West Penglai. Under Liu Chong, the force included elite imperial officers, sect cultivators, and a rapidly developed fleet. 482 483
Territory and Major Locations
- Cangyun City — The imperial capital, a vast super-metropolis north of the Cangyun River. The city spans over fifteen million mu, while its surrounding territory approaches seventy million mu. 177
- Qinglan City — A major eastern port city and one of the empire's ten largest cities. It connects trade and shipping routes with other powers and is home to Qinglan Port, the empire's largest pier. 28 35
- Huiyue City — An ancient inland supercity known for its stability, heritage, and history of producing powerful cultivators. 131
- Lishui City — A remote southeastern city enriched by a refined iron ore vein. Its fine iron became the designated material for formal imperial military weapons. 85
- East Sea Outpost — A forward naval position used as bait in the Liu Family's plan to lure Penglai's fleet into an ambush zone. 261
- Cangyun Mountain Range — A major mountain range extending through the empire's eastern territories. 305
Society and Cultivation
The empire reveres martial prowess, and cultivators possess exceptionally high social standing. Cultivation sects outrank imperial, aristocratic, and commercial powers within the wider Immortal Realm. 4 14
Every major city maintains cultivation academies to identify and train talent. Cangyun Academy is the empire-wide standard institution, while Qinglan City also has Qinglan Academy. 4
Access to cultivation education is unequal. In Qinglan City's northern slums, many commoner families cannot afford Cangyun Academy's tuition of fifty Cangyun Coins per semester, perpetuating the divide between wealthy cultivator families and low-cultivation laborers. 35
The empire's large territory and resources contrast with its historical technological disadvantage against Penglai. Following the Qinglan City war, Huangfu Qing prioritized infrastructure, economic development, military reform, and cultivator training. 481 521
Relations
- Misty Cloud Sect — The empire's foremost sect and long-standing power behind the throne; it supported Huangfu Qing's succession after breaking with Huangfu Yi's faction. 14 255
- Huangfu Family — The imperial dynasty appointed by the Misty Cloud Sect; divided between Huangfu Yi's faction and Empress Huangfu Qing's supporters. 230 243
- Liu Family — Divine General Family responsible for the Eastern Military Region and a principal military pillar of the empire. 116 177
- Ji Family — Governs the Southern Military Region and allied with the Liu Family during the succession crisis and Penglai war. 177 257
- Immortal Kingdom of Penglai — Long-term eastern rival whose resource ambitions led to invasion and the Battle of Qinglan City. 67 228
- West Penglai — Allied with Huangfu Qing's government after Penglai split into eastern and western states; the empire dispatched an expeditionary force in its support. 482 483
- “Blood” organization — A hostile clandestine force that infiltrated the empire and cooperated with Huangfu Yi's faction, while later operating extensively in Penglai. 243 294 534
- Jin Fu Xuan — A major commercial force that declared support for the new empress and redirected resources to Qinglan City's defense. 256
Major Conflicts
Penglai peace talks and collapse
For three years, the empire held peace talks with Penglai under the Misty Cloud Sect's initiative. Zhuge Jin's assassination destroyed a key link between the two sides and contributed to the path toward war. 67 173
Qinglan City defense
Penglai launched a naval invasion against Qinglan City with a fleet of one hundred warships and cultivator troops. Despite being outmatched in naval power, the southeastern forces used ambushes, Mo Family mechanisms, artillery, Battle Intent formations, and sect support to resist the landing. 228 261 265 297 299
The defense of Qinglan City became critical to the empire's survival: if the city fell, Penglai could enter the eastern plains while the empire remained divided by civil war. 319
Penglai expedition
After the failure of the original invasion and Penglai's internal split, Huangfu Qing allied with West Penglai. The empire sent a major expeditionary fleet under Liu Chong, seeking to support its ally and secure access to Energy Stone resources and technology. 481 482 502
At the Battle of Yangjin Lake, Cangyun forces under Liu Long and Li Mu defeated elements of East Penglai's Ninth Legion, destroying its Energy Stone Mechas and capturing other Energy Stone weaponry for future study. 519 521 525 526
