Looking at the man bowing and scraping before him, Tobirama Senju had no idea what had turned the once-proud Uchiha Setsuna into this state.
Perhaps this was the price of bearing responsibility.
"Setsuna, you've changed."
He weighed the Storage Scroll in his hand and spoke in an unreadable tone.
"You've changed enough to use this sort of method to test an old cadre. I don't wish to accept your goodwill, nor will I take this gift."
No matter what was inside, accepting it would mean violating a matter of principle. Tobirama Senju had always been upright and incorruptible. How could he stumble over something so trivial, especially at the hands of the Uchiha Clan?
"Lord Advisor, it only contains a few clan specialties. Please don't refuse it."
Seeing his carefully prepared lavish gift returned, Uchiha Setsuna's heart tightened, and he hurriedly explained.

Then he especially couldn't accept it. It was probably a pile of worthless junk, and taking it might even invite gossip.
"Captain Setsuna, watch your behavior!"
Tobirama Senju's gaze sharpened. Looking at the somewhat flustered Uchiha Setsuna, he slapped the complaint letter in his hand onto the desk, his tone carrying a faint hint of displeasure.
"Since its establishment, your Konoha Police Force has already committed quite a few violations of principle. The evidence supporting these accusations is all here. I hope you will not keep making the same mistakes."
Trembling, he picked up a complaint letter filled with blood and tears. With just one glance, Uchiha Setsuna felt as though he had been struck by lightning.

The enemies who wanted to see the Konoha Police Force purged had acted too quickly!
"We've been wronged! Th-this is all slander, all false accusations!"
