Two Presences in One Universe

These Supreme Kai of Time usually concerned themselves only with the universes and parallel timelines under their jurisdiction. That had always been appropriate in the past, because parallel timelines were often created by an individual's time travel or the reckless actions of those who wielded the power of time. Most problems were concentrated within a particular universe.

But this time was different.

In order to divert the Time Realm's attention, and also to simulate the abilities of those who controlled the power of time, Lansius had broken all the changes into scattered pieces and distributed them across the twelve universes. Thus, within any single universe, the temporal disturbances were not severe. Only when the fluctuations of all twelve universes were connected would a world-shaking upheaval emerge on the scale of the entire multiverse.

So far, the Supreme Kais of Time monitoring the various timelines had yet to discover Lansius's plan.

Furthermore, Lansius personally suppressed the rules of the entire multiverse in the core region, creating a tremendous opportunity for the other Dark Angels. The new worlds born this way would, to a great extent, lack Grand Zeno's system.

Lansius was certain that by then, even the Time Realm would turn a blind eye and would not destroy the newly born worlds. After all, aside from lacking Grand Zeno's system, the new worlds would be identical to the entire multiverse in every other way, with countless living beings of their own.
