Given the situation at the time, Hiruzen Sarutobi, who was somewhat conciliatory and not overly ruthless, had been the best candidate to buy time for the Hidden Leaf Village.
"He wasn't a good man, but he was at least qualified as Hokage." Kitahara Kaede pushed open the door and walked in.
"Kitahara Kaede, I want to know why you're unwilling to become Hokage," Naruto asked.
"Huh? Hokage? Naruto, your original reason for wanting to become Hokage was to earn everyone's acknowledgment, but you clearly don't understand the responsibilities of a Hokage." Kitahara Kaede smiled.
This was the first time he had met Naruto alone since returning to the ninja world.
Neither of them could return to the foolish days of their youth.
"Isn't a Hokage someone who brings happiness to the people of the village?" Naruto asked, confused.
"A Hokage is the final line of defense that gives the people of the village a stable living environment. If I became Hokage, I would only turn the Hidden Leaf Village into a target for everyone." Kitahara Kaede said.
It was not as if there had never been examples of the strongest becoming Hokage, but Hashirama Senju clearly had not given his village lasting stability either.
Madara Uchiha had set his sights on the Hidden Leaf Village partly because it was a village he had poured his heart into building, and partly because he simply wanted to prove to Hashirama Senju that he was right.
Kitahara Kaede was too powerful. Everyone powerful would see him as a threat.
That could be A, Ōnoki, or even the leaders of every small village.
