With Ishtar's Noble Phantasm added on top of that, Gilgamesh naturally would not have stood a chance. If he had not decisively brought out that shield at the end, he should have returned to the Throne of Heroes by now.
Shen Fei did not know exactly what Noble Phantasm the shield in Gilgamesh's hand was. It could not be helped; there were simply too many Noble Phantasms inside the Gate of Babylon. He had only acquired it recently and could only familiarize himself with it bit by bit. Of the Noble Phantasms he knew, the ones he did not know could not have been of much use even if he took them out and used them. Their purpose was probably similar to Gilgamesh's—throwing them as attacks.
Although the Gate of Babylon contained many Noble Phantasms, Gilgamesh could not release the true name of every single one and use it. If even Gilgamesh could not do that, Shen Fei certainly could not.
For example, there were many kinds of shields in the Gate of Babylon, including the Shield of the Gods and Rho Aias.
