Whenever he needed it, he could carry the laboratory into the Mirror Dimension and enlarge it. Under those circumstances, unless it was the Ancient One, Doctor Strange, or Kaecilius after absorbing dark power, no one else could possibly discover the laboratory.
Moreover, even if something went wrong with an experiment and became uncontrollable, Shen Fei could simply use Portal to leave directly. That way, it would cause no harm to reality at all. The only loss would be the laboratory itself.
