Generally speaking, the greatest difficulty in learning Legendary Magic was always obtaining a Legendary spell model. Something even harder than that... was obtaining a Legendary spell model suited to oneself.
Even in the Netheril era, when magical civilization was at its most glorious, every Legendary Magic spell still required vast resources and even military achievements to obtain. Even the Legendary Magic collected by "Sky Scholar" Wedraxia numbered only a scant dozen or so. Therefore, if one saw a mage specializing in Evocation Spells suddenly unleash a Conjuration Legendary Spell as their ultimate move in battle, there was no need for surprise. Obtaining even one Legendary Magic spell was already difficult enough; the extravagant notion of picking and choosing simply did not exist in the minds of most Legendary powerhouses.
However, Punk was fortunate. At least before advancing to the Morningstar tier, he still had a chance to choose among Legendary Magic spells to some extent. This was also thanks to Archmage Wedraxia being a broadly learned scholar who enjoyed research. If Punk had inherited the memories of one of those specialist mages who used a single spell until death... then he truly would have had no choice at all.
Now, Punk fortunately had some room to choose, but... in the eyes of a somewhat greedy caster, his options were still far from broad enough.
