White Stone City had indeed been personally designed and built by Azterlan. Although he clearly knew nothing about architecture and had constructed the entire project purely through imagination, the power of a level thirty-five Legendary spellcaster was more than enough to create a city that matched his "imagination."
Thus, White Stone City—an Eden-like creation whose most fundamental design principles had been exceptionally idealistic—appeared within the cage of the Magic Lock.
White Stone City, with its clearly defined division of labor, was divided into three regions. Floors one through nine were dedicated to livestock breeding and farming, and this was indeed the largest area. Of course, whether the small amount of food grown by the farmers living there could support a population of over a million was unimportant.
