"Rayne, has the candidate for Minister of Industry been decided?"

"Sit down!"

Before Rayne could answer, Belisarius gave a soft reprimand. "Akalande, when will you get rid of your rashness? The Archon's words aren't finished yet. What's the hurry?"

Akalande's face stiffened, but he immediately realized that Rayne's invitation today had been carefully planned. By acting so impatiently, he would put the Mechanics Guild at a disadvantage in the negotiations that followed. He glanced at Belisarius and thought that the First Seat was indeed much more composed.

"I'm sorry. I got too excited, First Seat." Akalande lowered his head apologetically and obediently sat down.

Belisarius nodded.

His gaze returned to Rayne. "Archon, may I ask what is the purpose of establishing the Industrial Department? What powers and responsibilities will this department have?"

Rayne praised him inwardly. The Soul Eye showed that Belisarius was actually very agitated, yet he could still remain clear-headed and grasp the key point with a single question.

"Frank." Rayne gestured to his chief aide.

Frank took a document from his ring and handed it to Belisarius. "This is the plan for establishing the Industrial Department. Please have a look, Your Excellency."

Belisarius accepted the light document, which was only a few pages long, but his expression was as solemn as if he were holding up a mountain. He immediately opened it and read every word carefully. Akalande could not help leaning over to look as well.

There was not much content in the document, but every passage was highly condensed, clearly the product of wisdom born from long consideration.
