Rayne held an inauguration ceremony for the tower, but it was nowhere near as grand as the unveiling ceremony for the Statue of the Goddess of Magic. He invited only some of the upper-class figures from Gotham City and a dozen imperial dignitaries. Everyone else attending the ceremony was a Dwarf.

They teleported over from Gotham City. The teleportation hall had been moved underground, and when they emerged onto the surface, they found themselves in a circular plaza roughly a kilometer in diameter. Beyond the plaza stretched an endless wilderness. Beneath the gloomy sky seemed to lie the ruins of an ancient city.
"Where is this?"

Judging from the dim sky, they were still on the New Continent, but inside the territory of some Abyssal faction. The land was polluted by Fel Energy, though not as severely as the Abyssal Wasteland occupied by demons.
"It should be the territory of the Netherfiend," someone quickly concluded.
Some guests with exceptionally keen eyes observed the ruins beyond the plaza. After thinking for a moment, they voiced an uncertain guess: "This looks like the ruins of Tisibia?"
Over the past two months, news of the governor opening up Tisibia had already spread.
The battle on the Draweil Peninsula could not possibly remain secret after some Dwarves returned to Gotham City. Rayne had not deliberately concealed it from the outside world either.
Many people in Gotham City had been asking around for information, and the Empire's upper echelons had also begun to stir. How much profit could there be in rebuilding a former capital? Even if most of the profits went to the governor, just a few crumbs slipping through
