Among the Eight Heavenly Kings, four members including Gouki, who wielded natural elemental changes, appeared stronger in terms of raw power than the other four. However, Orochi had chosen Gouki as the leader of the Eight Heavenly Kings.

And as a being who could even be regarded as an "otherworldly counterpart of Orochi," Cheng Tian had the right to decide who would lead his own Eight Heavenly Kings.

Using Captain America's shield as the summoning medium, Cheng Tian had not merely summoned Steve Rogers, Captain America himself. He had also altered him into "Captain Yamata," who worshipped him as his faith. At the same time, as the first of the Orange Team's Eight Heavenly Kings to appear, Steve was also the leader of all the Eight Heavenly Kings.
