"Are you certain about this information?" Katakuri asked, his brow furrowed and his expression grave.
"Stussy and Big Mom can be considered old friends. If the evidence isn't sufficient..."
"That's simple!" Minos said with a smile, whispering to Katakuri, "We can ask Pudding for help!"
"Brother Katakuri, you could just knock out the Queen of the Pleasure District directly, then have Pudding check her memories to see if there's any intelligence related to the CP organization. If I'm wrong, can't Pudding just cut out the memory of us attacking her?"
Katakuri was slightly stunned. People in the Pirate World were generally considered to have well-developed limbs but simple minds; even those who were slightly more normal could be called tactical geniuses. Katakuri's intelligence was already considered quite good, yet he had never thought of such a crafty maneuver.
In reality, Minos felt that this was just because Pudding hadn't fully developed the Memory-Memory Fruit. If she could truly alter memories at will, this Devil Fruit of Pudding's would likely be the most terrifying ability in the Charlotte Family.

Minos wore an awkward but polite smile. No, it's just because your brains are all stuffed with muscle. I really don't think this idea counts as some brilliant strategy; any normal person should be able to think of it, right?
In fact, if Minos hadn't felt that he might not be a match for Stussy, he probably wouldn't have told Katakuri about this at all, but would have snuck off to do it himself with Pudding.
Stussy's strength was decent, but facing Katakuri—who possessed Observation Haki capable of seeing into the future and was a sub-top-tier powerhouse in the entire ocean—she was naturally not worth mentioning. However, Katakuri still raised a question.

While speaking, Katakuri prepared to take action and finish off Stussy right then and there.
"Wait a moment, Brother Katakuri." Minos hurriedly reached out to stop him. "Don't you think this is a good opportunity?"
"A good opportunity!?" Katakuri asked, sounding surprised. "What do you mean?"
Minos pointed at Stussy's memory. "Brother Katakuri, do you really think this Stussy is wholeheartedly loyal to the World Government?"
Katakuri fell silent for a moment, then slowly shook his head.
Spies and agents often lean toward one of two extremes: one is extremely simple, and the other is extremely complex.
For instance, those undercover agents of CP9 were simple to the extreme, and because of that, they were fiercely loyal to the entire World Government.
But Stussy had managed to climb to the position of Queen of the Pleasure District; having seen so much of both the black and white sides of the world, the World Government's brainwashing methods were essentially ineffective on her. She belonged to that highly complex type of person who could easily serve as a triple or quadruple agent.
The relationship between the World Government and such agents is actually purely based on interests and threats. As for loyalty?
If Stussy had come from the Revolutionary Army, Minos might believe she possessed loyalty for the sake of her beliefs. But coming from the World Government, having seen so much darkness, there wasn't a shred of loyalty to speak of.
In fact, Stussy's memory confirmed this. Even toward the World Government, she had kept many contingencies in place for fear of being abandoned. Clearly, she had no loyalty toward the World Government whatsoever.
