This Community Security Fund will then distribute a basic living allowance to all players at a standard of "80 minutes of visa time/person/day."

If the visa time is not fully consumed on the same day, the remaining time will return to the Community Security Fund pool; if it exceeds the allowance, the player must use their own visa time to cover the difference.

Furthermore, any supplies purchased using the "Community Security Fund" can be freely distributed among players and will not be considered a transaction.
