The Imperial Navy, responsible for space combat, and the Imperial Army, responsible for fighting on planetary surfaces, had clearly defined duties. The Stormtroopers, meanwhile, were reorganized from the Clone Army and became an elite force directly under the Emperor's command.

To ensure the Stormtroopers' combat power, Palpatine ordered the growth period of the one-year Spartan clones to be extended slightly, making the soldiers more stable.
