The Galactic Empire did occupy the region and did dispatch local officials and Sector Governors, but those people were quickly bought off by Hutt bribes. In the end, nothing truly changed.

But things were different now... Tang Xiao had long ago provoked conflict between Jabba of the Desilijic kajidic and Gaddula of the Besadi kajidic, pushing the contradiction between the two families to an irreconcilable extreme.
