Because the Force truly existed, throughout Fourth Civilization territory, whether it was Tang Xiao, the Grand Duke of Dawn whom they worshipped like a god, the mysterious Jedi Knights, or the growing number of Force-sensitives within the Duchy, all of them reminded ordinary people of one fact—
Supernatural power existed.
So in fact, during the era of the former Galactic Republic, the Jedi Order, as representatives of the Force, held a position in the hearts of ordinary people that was mysterious, powerful, and detached from the mundane. Yet it was also accompanied by even greater fear.
Although the Jedi Order's eventual downfall was largely due to Palpatine's schemes, another crucial factor was that, despite still needing to draw fresh blood from among the people and continuously recruit young Force-sensitives, they had ultimately become disconnected from the public.
People feared them. They feared Jedi Knights and were unwilling to send their children to the Jedi Order. Even if, for various reasons, they still did so, they would nevertheless harbor resentment toward the Jedi Order in their hearts.
Of course, the Jedi Order had its own considerations. They feared the Force being abused, feared the balance of the Force being disrupted as a result, and more importantly, feared that the Force would create social classes.
Because the Force was so powerful, if the number of Force-sensitives increased, the things they could do would indeed far surpass ordinary people. Over time, powerful Force-sensitives would become elevated above all others, while ordinary people would become objects to be enslaved.
That was why the Jedi Order, in principle, did not approve of Jedi Knights starting families and absolutely forbade marriage between Jedi Knights. The purpose was to prevent the union of Force-sensitives from creating powerful Force families.
