Mandalore alone had gone through the rule of former Prime Minister Almec after Duke Satine Kryze vanished, then the rule of Death Watch's Pre Vizsla, and finally the period when Pre Vizsla compromised and appointed Bo-Katan Kryze as Duchess of Mandalore.

The complicated regimes, conflicting interests, and tangled allegiances made it impossible even for the Galactic Empire to grasp the situation in the Mandalore star sector, so it chose to wait and watch.
