Gideon Tarkin's Strategy
Former Admiral of the Navy Adar Talon was accused of dereliction of duty, incompetence, disobeying orders, and failing to follow Imperial Navy combat doctrine during the Battle of Boonta Planet, resulting in severe losses on Boonta. By decision of the Imperial Supreme Strategic Command, Adar Talon was stripped of all military positions and transferred to the Supreme Military Court for formal trial.
The Imperial Judiciary had originally wanted to intervene as well, intending to make this case an example of corruption and dereliction of duty among military personnel. However, the military leadership led by Wilhuff Tarkin directly pushed back against the pressure from the Judiciary. If the Judiciary handled the matter, the military would inevitably lose face, and it would give those Dark Theocracy people an opportunity to infiltrate the military's sphere of influence.
Of course, Wilhuff Tarkin and the others were acting solely from the military's perspective. They had no intention of clearing Adar Talon's name. He had to bear the blame for the disaster at Boonta Planet.
Afterward, Admiral of the Navy Gideon Tarkin was appointed commander-in-chief, while Admiral of the Navy Garrosh Tarkin served as chief of staff. This very peculiar pairing was dispatched.

However, The Eye of Palpatine was nowhere to be seen within this fleet. The dreadnought, controlled by the intelligent AI "Will," did not accompany the main fleet, instead making its own way to the rendezvous point through a secret route.
