Tang Xiao returned to Dawn Star Planet. After attending several of the Kingdom of Dawn's highest-level meetings and hearing reports from every department, he announced his decision—to launch a full-scale counteroffensive within three months!
The initial plan for the counteroffensive was to launch attacks simultaneously in the Northern Territory and Eastern Territory.
These two fronts had each received reinforcements from a super race: the Vasari in the Northern Territory and the Protoss in the Eastern Territory. The Northern Territory war zone and Eastern Territory war zone were established accordingly, and their operational objectives differed based on the balance of power on each front.
The Eastern Territory war zone would henceforth be commanded by the reborn General Grievous, namely "Chariot." Priestess would also lead the Twilight Covenant's Sky Squad there to assist Chariot in his command duties.

Third, reintegrate the former Confederacy of Independent Systems' sphere of influence, including Raxus Prime, Felucia, Mulcana planet, and Jabiim planet. Methods would include, but not be limited to, military conquest, cultural infiltration, financial invasion, and political negotiations.
This process required an exceptional grasp of the overall situation, the ability to coordinate multiple fronts, and the ability to contend with Rebel Alliance guerrillas across various regions. General Grievous was the best choice.
