The original site of the Imperial Palace lay beside the Republic Senate Building. It had once been the residence and office of the Chancellor of the Galactic Republic, merely an annex of the Senate Building and not particularly large.

During Sheev Palpatine's tenure as Chancellor of the Republic, as power gradually concentrated in his hands, this annex began to expand. Offices and council chambers for many high-ranking officials were incorporated into it, and it gradually evolved into the true center of power.

From that period onward, the Chancellor's residence grew larger and larger. Overall, however, Sheev Palpatine had still been a diligent ruler at the time.
