After Scipio fell, the Galactic Empire finally managed to stabilize its internal situation, but it had essentially turned itself into a complete military dictatorship.
But this so-called stabilization was really just a fragile balance of power among its internal factions, which had decided to stop fighting for the time being. The five major factions—the Imperial Intelligence Bureau, the Core Garrison, the Outer Rim Legions, the Nobles Corporation, and the New Order Maintenance Committee—checked one another while secretly seeking to claim the final piece of the cake from the Empire's soon-to-collapse ruins.
The Imperial Intelligence Bureau maintained the superficial order on Coruscant. Their agents and intelligence officers were everywhere and wielded enormous privileges. Though they had suffered repeated defeats in their intelligence war against the Kingdom of Dawn, they had still spread a vast intelligence network throughout the Empire. Through that network, Isanne Isard had essentially taken control of the situation in the Imperial Center.
Then came the Core Garrison, comprising the First Army through the Fourth Army. The primary purpose of these four legions was to protect the Inner Rim and the Core Worlds, and most of their officers and soldiers also came from the Inner Rim and Core Worlds. Their willingness to defend the Core Worlds was largely because they were defending their own homeworlds.
Next were the Outer Rim Legions, mainly including Dunn Vesex's Northern Territory Legion, Darth Vader's Death Fleet stationed in the Delon system, and a handful of lingering Outer Rim Legions such as the 12th Legion and Sixteenth Army. These legions had little stake in the Imperial Center, so it was difficult to say they possessed any core interests there. Their desire to hold their armies close and rule independently was far stronger.
