After the Galactic Empire announced its defeat—or rather, even before that, after the Battle of Coruscant ended—the Rebel Alliance had already seen the enormous opportunity hidden within it.
Both the Galactic Empire's and the Fourth Empire's fleets had suffered severe losses, and the major Legions within the Galactic Empire had basically grown alienated from the central government, each developing ideas of their own.
The Rebel Alliance began launching attacks everywhere, and its operations started becoming public.
At this point, a policy that had begun during the Galactic Republic era became the greatest driving force behind the Rebel Alliance's rapid rise—the regional defense fleet policy!
In the later stages of the Clone Wars, in order to quickly acquire a large number of mobile fleets, the then-Chancellor of the Republic, Sheev Palpatine, issued a resolution placing all planetary Defense Fleets under the unified command of the Republic Supreme Strategic Command.
Back then, the Galactic Republic relied on the large number of fleets gained through this policy to launch its counteroffensive against the Confederacy of Independent Systems.
Later, when the Galactic Empire was established, it largely retained this policy in order to strengthen imperial centralization, and further reinforced the legion system led by Sector Governors on that foundation.
The twenty Legions basically possessed only fleets directly subordinate to their own Sector Governors.
And after the Galactic Empire suffered its crushing defeat in the Battle of Coruscant, this policy became the fatal factor behind the gradual collapse of imperial rule!
Faced with the Rebel Alliance everywhere they looked, the various Sector Governors had no intention of sending troops to suppress the rebellions. They merely clutched tightly to the fleets in their hands, treating them as the capital that would let them survive in this chaotic Milky Way Galaxy.
