However, these thugs and avengers generally were not very powerful. Most were only Tier Four or Five, and only the four leaders possessed strength above Tier Six.
Yet they were all clad in scarlet mechs, with scarlet capes billowing wildly behind them in the gale. Their organized appearance exerted tremendous pressure.
