Fujitora Issho led the Ten Great Sky Generals, headed by Ilman. They were all immensely powerful and the Flame Dragon Kingdom's most mobile force. Fujitora and the others set out for CP9's initial island. Fujitora and Ilman soon caught sight of the island's outline.
The island was shrouded in clouds and mist, mysterious and solemn. The Ten Great Sky Generals could hardly wait to land and explore it. As they surveyed the skies above CP9's initial island, Fujitora began observing with Observation Haki the moment he disembarked, and quickly found something.
With a grave expression, he said, "There are over five thousand people on this island, including more than three thousand orphans. Make sure those children do not suffer any harm. We must swiftly subdue the World Government's hounds." Ilman replied with equal seriousness, "Understood, Senior Issho."
Issho said sternly, "Saving the children comes first. Many of them are still suffering." Ilman paused before asking, "Senior Issho, should we act immediately?" Fujitora Issho said, "Gather around me." All the members stood beside Fujitora. Fujitora Issho said, "Gravity Domain." He then used the Press-Press Fruit's power to lift more than seven hundred people into the air and fly toward the center of the island.
At the center of CP9's initial island, Spandine was brainwashing a group of children. With a cruel expression, he roared, "You are all tools of the creators, the Celestial Dragons! The Celestial Dragons are the creators of this world! You must devote yourselves to Lord Gorosei! You are tools! If the Celestial Dragons want you dead, you must obey without question! Do you understand?"
One little girl cried, "I want to go home! I want my mother!" Spandine flew into a rage and shouted, "Bring her here!" Two CP9 agents immediately dragged the little girl before him.
