After the World Government deployed Uranus against the Flame Dragon Empire, Julian and Dragon mobilized their forces for war, declaring that the first battle would decide the conflict. The Revolutionary Army and Flame Dragon Air Force set out for the Holy Land, determined to defeat the World Government and liberate the Sea.

• Ginny told Dragon about Julian's request, and Dragon realized the World Government had abandoned Garling and was preparing for war.
• Dragon told Kuma he would follow Julian into battle, then ordered Ginny to summon the Revolutionary Army's commanders and deploy the full force.
• Kuma rallied hundreds of thousands of Revolutionary Army members, who marched toward the docks to join the fight.
• Julian addressed the Flame Dragon Air Force on Sky Island, declared war on the World Government, and called for the liberation of the Sea.
• The Flame Dragon Air Force boarded the Flame Dragon Ark and Pluto warships, while Julian stood at the bow of a Pluto warship with Alice and Betty.

Julian led the Flame Dragon Empire’s fleet toward Holy Land Marie Geoise to wage war against the World Government, while his allies celebrated Noah and the others awakening new powers. The fleet advanced with News Birds filming as Julian accepted that Uranus’s threat had left him no choice but to begin the war.

• Alice questioned Julian about bringing Betty aboard, and Betty promised to help the Flame Dragon Empire with her Stimulation Fruit ability.
• Julian told Alice and Betty that Noah and the others were attacking the Holy Land alongside the Revolutionary Army, and declared that he would become the world’s sole king.
• Herbert asked whether Noah and the others had awakened, and Julian confirmed that they had awakened and mastered powerful abilities.
• Herbert, George, Fujitora Issho, Reg, Gatlin, and the others celebrated the awakened fighters and praised Kaido for helping them.
• Gan Fall’s ships joined the Pluto warship as more than forty Flame Dragon vessels advanced toward Marie Geoise, followed by Morgans’s News Birds.
• Julian reflected that Uranus’s threat had forced him to start the war before the Summit War began.

Marine Headquarters split over whether to defend the World Government as the Flame Dragon Empire approached with a massive force. Lucci and Aokiji opposed Sakazuki and backed keeping the Navy out of the war, leaving the senior officers facing an imminent clash.

• Sengoku convened the Navy’s senior officials and asked how they should respond to the Flame Dragon Empire’s approaching forces.
• Garp urged the Navy to stay out of the war, and Lucci and Dove Faction officers agreed that the Navy should not defend the World Government.
• Sakazuki threatened the officers who opposed the World Government, and Lucci transformed into a flaming sabertooth tiger and challenged him.
• Lucci accused Sakazuki of making the Navy a World Government lackey by slaughtering Ohara’s refugees, and the two confronted each other.
• Aokiji backed Lucci, declared that the Navy would not become the World Government’s hunting dogs again, and filled the conference hall with freezing air.

Lucci declared that the Marines should join the Flame Dragon Empire and fought Akainu at Marine Headquarters. After killing Akainu, Lucci forced Onigumo and Doberman to choose between surrendering and dying.

• Aokiji and Kizaru warned the Marines that the Flame Dragon Empire was approaching and urged them to choose a side.
• Lucci called for the Marines to join the Flame Dragon Empire, enraging Akainu, who threatened to execute him.
• Lucci defeated Akainu with his Blazing Six-Wheel Tiger King Gun and killed him despite Sengoku's plea to stop.
• Lucci challenged Onigumo and Doberman to surrender or die, and both Vice Admirals surrendered.

The Navy broke with the World Government and joined the liberation forces as the Gorosei ordered a crackdown. Noah and the other youths launched an assault on the Holy Land, where Noah's overwhelming Conqueror's Haki incapacitated most of its inhabitants and forced its defenders to respond.

• Lucci ordered the Navy dependents moved to Sabaody and told Sengoku that the Flame Dragon Empire and Revolutionary Army had overwhelming forces.
• Garp, Tsuru, and Sengoku backed the Navy's decision to join the liberation army and move dependents and low-ranking soldiers out of Marineford.
• The Gorosei learned Lucci had killed Sakazuki and ordered CP0 to kill the Marines who opposed the World Government.
• Noah and Nock prepared to attack Pangea Castle, and Noah transformed into a golden qilin and charged toward the Holy Land.
• Nock and Nozhan transformed into awakened Zoan forms as Noah unleashed Conqueror's Haki that knocked out more than eighty percent of the Holy Land's inhabitants.
• The Gorosei used their own Conqueror's Haki to resist Noah's attack, while Steel Bone Kong rallied the Sea, Land, and Air Forces to defend the Holy Land.

Noah and his allies destroyed Mary Geoise and wiped out the Gorosei with Noah’s Sacred Spirit Divine Flash. They then prepared to enter Pangea Castle and kill Imu.

• The Gorosei rushed toward Noah as Noah ordered the Flame Dragon Ark to attack Pangea Castle and struck Mary Geoise.
• Nore and Noland devastated Mary Geoise with thunder and wind attacks, while Steel Bone Kong confronted Noah.
• Noah blamed Steel Bone Kong for Uranus’s attack on the Flame Dragon Empire and erased him, several admirals, and marine commanders with Sacred Spirit Divine Light Flash.
• Nore activated Sun God Nika Form, Gear Five, while Noah’s golden radiance protected him from Nika’s passive effect.
• The Gorosei attacked Noah, but his Sacred Spirit Divine Flash turned Saint Venus J. Sun, Saint Saturn, Mars Mas, and Jupiter Peter Saint to dust.
• Nock praised Noah, and Tenoch announced that they would go to Pangea Castle and kill Imu-sama.

Julian, the Flame Dragon forces, the Marines, and the Revolutionary Army arrived at the ruined Holy Land while Noah and the divine beasts fought Imu-sama. Noah overwhelmed Imu-sama with his Holy Kirin powers and struck him with Judgment of God, leaving the battle nearing its end.

• Julian and Herbert saw that Mary Geoise had been destroyed and hurried toward Pangea Castle after sensing a battle among Legendary Realm fighters.
• Garp, Sengoku, Aokiji, and the Revolutionary Army arrived, where Dragon told them that Imu-sama had joined the ongoing fight at Pangea Castle.
• The divine beasts attacked Imu-sama, the remaining Holy Knight, and Uranus, while Noah battered Imu-sama as Nore and Noyan restrained Uranus.
• Julian ordered Marchilley to fire the Pluto warship at Imu-sama, and Bonney reunited with Kuma as the Marines and Revolutionary Army watched Noah's fight.
• Noah unleashed Six Saints' Ultimate Kill: Judgment of God, shattered Imu-sama's Void Hands, and sent Imu-sama flying.

Noah and his allies defeated Imu-sama, whose final self-destruction devastated Marie Geoise but was stopped by Noah’s shield. After the World Government’s fall, Julian planned a world ceremony for the Flame Dragon Empire, while Noah declared his intention to marry Bonney and Sengoku offered the Navy’s service.

• Imu-sama transformed into Void King Form and blocked the Nuo Family Brothers’ attacks, but Noah’s Six Spirits Power: Divine Punishment and Julian and Herbert’s Haten slash severely wounded him.
• Marli fired the Ancient Weapon Pluto at Imu-sama, who then self-destructed in a desperate attempt to take Noah with him.
• Noah planted the Kirin Blade and raised a Holy Spirit Divine Light Shield, stopping the Void explosion as Marie Geoise was reduced to dust.
• Tenoch greeted Garp and Aokiji, who recognized the end of the Celestial Dragon Government and praised Noah for defeating Imu-sama.
• Julian told Noah to eliminate pirates across the Four Seas, then announced that the Flame Dragon Empire would hold a world ceremony next Monday.
• Noah asked Julian for permission to marry Bonney, and Sengoku asked for the Navy to join the Flame Dragon Empire; Julian welcomed its offer.

Julian’s Flame Dragon Empire brought the world under its rule, abolished piracy and slavery, and celebrated its founding before Julian passed the throne to Noah. Years later, Julian enjoyed retirement with his family while Noah ruled and the Empire arrested Momonosuke.

• After Noah defeated Whitebeard, Red-Hair, Kaido, and Big Mom, they surrendered or abandoned piracy, and Julian’s forces brought the seas and member nations under the Flame Dragon Empire’s control.
• Julian abolished slavery, introduced land ownership and identity registration, and made a treaty allowing fish-men to live on land under the Empire’s governance.
• At the May 1 founding ceremony, Julian announced the Empire’s establishment, named Pablo Prime Minister, and celebrated Noah and Bonney’s marriage.
• Over the following four years, Noah and Bonney had two sons, Ryder and Ryfe, and Julian gave Ryder a White Tiger Fruit.
• Julian handed the throne to Noah, who learned to manage the Empire, while Julian retired with his family.
• When Talilun reported that Momonosuke had returned, Julian ordered his arrest and execution, then reassured Ryder after frightening him with his anger.
