The Sealing Runes on the sealed Nascent Soul had been formed from Rule Power. Perhaps the Half-Step Great Power's control over Rule Power was exceedingly formidable, or perhaps the Half-Step Great Power did not want to waste too much Rule Power, but the Rule Power sealing the Nascent Soul was only just enough to maintain the seal.
