Background / History
Jiraiya traveled the Shinobi World alone while investigating Bizarre Creatures. Though he could identify their killing mechanisms, he could generally only protect himself and warn the sealing teams that followed; repeated casualties strengthened his determination to find the prophesied Child of Destiny who could bring peace. 36
The Third Hokage recalled him to Konoha after learning that Hinata could directly refine Nature Energy into True Qi. Jiraiya immediately identified her as a likely Child of Destiny and brought her to Mount Myōboku to consult the Great Toad Sage. 35 36
At Mount Myōboku, Jiraiya attempted to teach Hinata Sage Mode for two days. The effort failed because her True Qi could not form or substitute for Sage Chakra, leaving standard Sage Mode techniques unusable or severely weakened. He apologized for his inability to teach her more. 37
After the Great Toad Sage awakened Hinata’s Tenseigan, Jiraiya returned with her to Konoha. Feeling guilty over placing expectations of world peace on a child, he resolved to at least help give her a happy childhood. 38
He later became Naruto and Sasuke’s instructor, taking them to Mount Myōboku to study Nature Energy and Sage Mode. Following his former student Nagato’s fate, Jiraiya became especially determined to keep Naruto and Sasuke from suffering a similar path. 62 64 76
During the Takigakure crisis, he led Naruto, Sasuke, and Konoha personnel in investigating the layered Oni Domains. He sought Iwagakure’s assistance in constructing a sealing barrier and brought the rescued Uzumaki Karin under Konoha’s protection. 81 83
By the time of Hirajima Gorō’s rebellion, Jiraiya had succeeded Mitokado Homura and Utatane Koharu as head of Konoha’s Administrative Department. 108

Personality
Jiraiya is boisterous and impulsive, kicking open the Hokage’s office door upon his return to demand confirmation of Hinata’s circumstances. He is also openly lecherous, repeatedly describing his voyeurism at hot springs as “gathering material,” behavior that earns him the children’s derision. 36 43 44 80
Beneath this unserious exterior, he is deeply protective of his students and sensitive to the suffering of children. He feels lasting guilt over Nagato, worries about Naruto and Sasuke entering dangerous missions, and reacts with anger and compassion when he discovers Karin’s mistreatment in Kusagakure. 70 76 81 83
He recognizes his own limits as a teacher. When Hinata’s True Qi proved incompatible with Sage Mode, he admitted failure rather than pretending otherwise; he later counseled Naruto and Sasuke not to measure themselves against Hinata’s exceptional power. 37 114
