Background and History

The Patrol Division’s modern name was created to meet the demands of a more complex modern society. Though the organization itself is only a few hundred years old, its institutional accumulation and inheritance from earlier bodies have never been interrupted. It is portrayed as more efficient and organized than feudal-era governments. 193

It was formally established in the era when Shenzhou began managing its own security order; later large-scale wars were largely fought abroad over energy, trade, and spheres of influence. 324

Black Shirts

The Black Shirts are the Patrol Division’s professional combat force. As Otherworldly Species users increasingly move into support, research, and technical roles, Black Shirts serve as the primary personnel for charging, assault, arrests, and dangerous field operations. 28
