The South City Economic Development Zone was once a prosperous district with land prices higher than the city center. An anomaly incident destroyed investor confidence; despite the anomaly being resolved, the area gradually became barren and depopulated. 5

History
Early Development
A local gazetteer records that 150,000 anomaly-displaced refugees entered Shuzhou from Yuanmou between September 15 and 20, 4654. 23
Longyan Temple was built on Longyanlei in 4643 by wealthy Tianfu merchants. Declining tourism, financial difficulties, and unresolved utility problems eventually caused its abandonment after the death of its second abbot, Master Huisan. 101
Anomaly Crisis and Eternal Night
Tianfu City suffered a major anomaly invasion that forced authorities to establish twenty-seven public shelters and order civilians to remain indoors. 59
As infiltrating anomalies spread through the city, the Disaster Response Committee raised its shelter directive to the highest level and considered abandoning districts—or potentially the entire city—depending on conditions. 67
