Compared to Russell's concise explanation, Charles, Wuyou Snake Manor's first Chief Scribe, was far more long-winded.
Fortunately, he still had substance to what he said and did not stray from the subject.

Therefore, we will next nominate several territorial officials under the Chief Scribe's jurisdiction: the Tax Officer, Agriculture and Animal Husbandry Officer, Education Officer, Foreign Affairs Officer, and Health Officer... Russell spotted the serf technician in the crowd, Red-nosed Rudy, who was also the Tunic Chief of Magic Potion Tunic. Thinking of something, he interjected, "Charles, add a Technical Officer responsible for researching and promoting cultivation techniques for magic potions and magical materials."

The nominations then began. As Chief Scribe, Charles nominated one candidate first, followed in turn by Security Chief Eric and Court Chief Old Hans, each nominating a candidate.
Everyone seated in Small Market Town, including the serf representatives, could also raise their hands to nominate someone or recommend themselves.

The lively nomination process lasted a full hour before the officials under the Chief Scribe were finally selected.
