Hao Ren had handled larger-scale evacuations and rescue missions before—the ten billion Erem Elves and the five hundred thousand residents of Demon King's City alone had far surpassed this world's native population. Yet the situation here was even more troublesome than those massive projects, because this world's civilization had completely regressed.
They had no global communications, no high-speed transportation, no population census or address registration. They did not even have cities or other relatively permanent settlements. All the tribes lived scattered across the grasslands and mountains, retaining only a loose alliance. They exchanged messages through designated messengers only a few times a year. The isolation in information and transportation was an unavoidable problem. Thus, no matter what Hao Ren intended to do with this planet, his first task was to find a way to establish a communications network that could reach everyone—at the very least, the elders of the other tribes had to be able to hear Goddess Vivian's unified orders and report on the conditions in their respective regions.
Gai Ze'er quickly summoned enough messengers to appear before Hao Ren, who was busy setting up a series of devices near the tribal settlement.
He took devices for constructing teleportation gates and easy-to-use communicators from his personal storage space. They were both simple emergency devices. Their functions were limited, but they were perfectly suited to the situation at hand. Five groups of teleportation gates were lined up on the ground. Bright daylight gleamed off their silver-white mechanical shells, while blue light streams in standby mode flickered faintly between the metal seams. Vivian watched him work with curiosity and casually asked, "You want the messengers to use the teleportation gates to travel to the other tribes?"
"I can't drive around and deliver them one by one myself, can I?" Hao Ren
