In Year 60 of Konoha, a new batch of graduates from the Ninja Academy had performed outstandingly during their nearly year-long period of study. Konoha seemed to have hope of flourishing once more, so the aging Third Hokage Hiruzen Sarutobi decided to hold the Chunin Ninja Exams in Konoha and invited the ninja villages of countries across the continent to participate.
The exams for Genin to advance to Chunin were generally held twice a year. Most such exams were merely assessments conducted by a ninja village within its own country. Although they were not easy, their pass rates were not low.
However, joint exams like this one, involving multiple countries, were generally important occasions for the great nations to observe one another's national strength. They were also major stages. Under such circumstances, the difficulty of the promotion assessment would rise without limit, and the chances of passing would become extremely low.
The purpose of the Land of Fire's Konoha taking the initiative to hold the Chunin Exams this time was to give Third Hokage Hiruzen Sarutobi a stage on which to display Konoha's outstanding new generation of ninja. The event was both a success and a failure. The Konoha 12 made their debut on the grand stage of the Shinobi World, successfully displaying the bearing of the new young generation.
However, the failure of the Konoha Crush Plan also dealt the Land of Fire's Konoha a severe blow, weakening its overall strength once again.
