"Unless safety is taken to the absolute extreme—unless destroying the miniaturized reactor only shuts it down and cuts off power, without causing an explosion or contaminating the environment—I wouldn't consider it.

"Of course, if there were no other choice, that would be another matter. But I don't think such special circumstances and exceptional cases are within the scope of our discussion."
