After the two Anbu had left, Tsunade said, "Come on. Let's gather everyone now and discuss paying the God Organization's commission."

Without a doubt, this chance encounter in the woods had been arranged by Hyuga Kagami himself. Using his authority as Hokage, he had learned of Tsunade's schedule for the day and then orchestrated this meeting.
