Duties and Authority
- Responds to anomalies, Eerie Tides, heretical cult activity, and threats to civilian districts. During the Binjiang crisis, its defensive line was breached and emergency patrol forces were redirected to protect riverside residents. 74 77
- Maintains Card Master registration, containment, review, promotion, and resource-allocation systems. Returned instance explorers may be implanted with sanity-monitoring chips, purified with Holy Light, and subjected to a 108-question Forbidden Association Test. 6
- Exercises legal jurisdiction within H City. Wei E refused the Church of the God of Light's demand to take control of the Mo Likai case, declaring that crimes committed in H City must be handled under H City's laws. 525 546
- Operates with substantial city-level autonomy, delegating emergency authority further toward community-level governance when necessary. 96
- Manages strategic resources, including historical card-making materials and high-clearance access to its vault. 405 662
Operational Methods
Containment and Sanity Review
- Returning Card Masters can be placed under mandatory containment monitoring, including real-time sanity-chip synchronization with the Card Master Containment Center. 6
- Holy Light purification is used to dispel eerie energy and identify physical rejection reactions. 6
- Abnormal responses or an error rate above 5% during the Forbidden Association Test trigger further review. 6
- The Bureau also monitors personnel for unauthorized informants, suspicious reports, and possible post-instance behavioral abnormalities. 58
Surveillance and Intelligence
- The Bureau uses the Intelligent Machine Heavenly Eye network for physical surveillance and anomaly monitoring. 912 923
- Its surveillance is less effective against conceptual or spiritual threats such as Cthulhu's dream contamination and shielded underground locations. 912 923
- During the dream-contamination crisis, the Anomaly Monitoring Group opened a data interface to connect the Heavenly Eye network with Lin Chen's Ear Report Office. 923
Combat Resources
- Card Spirits are the Bureau's primary sustainable combat force because they can maintain effectiveness as long as spiritual power is replenished. 79
- Its remote support includes electromagnetic-cannon drones and liquid-nitrogen sprayers, though ammunition and large-scale spiritual-energy weapons are limited or unsuitable for dense urban areas. 79
- The Bureau fields mechanical equipment such as DS-series mecha armor, Mechanical Guardians, and Black Armored Army cards. 1 204 468
History
Early H City Operations
The Security Bureau initially approached Lin Chen and Chen Xiao Diao as potential suspects in a major heretical-cult incident, surrounding the bar entrance and demanding identification. Lin Chen's official bravery medal and Chen Xiao Diao's Patrol Team identity defused the confrontation. 45
During the Binjiang Eerie Tide, the Bureau was severely understaffed. Its coastal defenses failed to prevent Water Eeries from reaching residential districts, and internal alerts recorded large-scale casualties in areas where rescue efforts arrived too late. 56 77
Cooperation with Lin Chen
After Yang Moli attacked Lin Chen during an earlier misunderstanding, Lu Wenshu formally apologized on behalf of the Bureau, suspended Yang from regular duties, assigned her as Lin Chen's liaison, and invited him to cooperate. 68
Lin Chen was later appointed a Security Bureau Special Invited Cooperation Card Master, giving him official backing while he organized defenses for his residential area during the Deep Blue crisis. 76
His participation in the rescue of Wei Zangfeng and his intelligence on the River God, Witchers, and Huaxia divine systems earned the Bureau's trust. He was subsequently invited to its Deep Blue Grade Eerie Tide analysis meeting. 89
Community Security Reform
Lin Chen proposed distributing Daoist Cards through a grassroots system in which residential complexes and streets would have Card-wielding security officers capable of basic self-defense and exorcism. Lu Wenshu and the Bureau accepted the proposal. 96
The system significantly reduced pressure on patrol personnel. By the time of the Anomaly Monitoring Group's evaluation, Daoist Card-equipped security officers covered over 65% of H City's residential areas, independently resolving 98.7% of White Grade incidents and detecting 75% of Green Grade incidents. 388
Expansion and River God Temple Deployment
The Bureau replicated Lin Chen's Door God card twenty times to test the Xuanjia Army Formation bond, recognizing its value for a large organization dependent on coordinated patrol teams. 132
It later deployed a mixed task force of Patrol Team personnel, Prevention and Control Group members, and newly trained Mecha Artisan Card Masters to reinforce the River God Temple area. 409 410
Wei E also approved stationing a Team Leader-level Bureau member at the River God Temple to govern alongside Lin Chen; Lin Chen recommended Yang Moli for the post. 388
Mo Likai Incident
When Patrol officer Mo Likai defected and became an A-level wanted criminal, the Bureau transformed its Team Leader Selection Competition's final stage into a live arrest mission. 503 528
The Bureau retained jurisdiction over Mo Likai despite pressure from the Church of the God of Light. Following his capture, it publicly announced his crimes and euthanasia while framing the case as an assertion of lawful authority against heretical corruption. 525 543
The conflict escalated when Church officials interfered with Mo Likai's execution. Wei E openly resisted their demands and defended H City's legal independence. 545 546
Later Crises
Wei E halted mining and ordered a retreat from the Sea Continent instance after discovering mythic-level corruption, accepting responsibility for the failed exploration and announcing an Instance Conquest Plan. 647 654
During Cthulhu's dream-contamination crisis, the Bureau became overwhelmed by madness, mutation, and suicide cases. Door God Paintings and Daoist Cards were identified as its only effective large-scale defenses against the dream invasion. 912
Following Cthulhu's defeat, the Bureau began shifting from a defensive posture toward expansion and counteroffensive operations, including recruitment for the newly secured West Lake New District. 1004
