All of this represented a significant change to the way the sixteen races had always lived. They would need time to adapt and understand it.

Not to mention how the other races viewed them.
The humans themselves needed to adapt to a new way of life, moving from caves to the surface.
Admittedly,
rebuilding a civilization on the foundation of an existing one
wasn't especially troublesome.
It was far simpler than starting from nothing.

Every race had its own culture and history, its own civilization!
For them to adapt to the new era and environment throughout the process of reconstruction would ultimately take time.
Some of the Ark's visitors, including Little Griseo, gave them guidance. Some merely offered reminders, while others told them about the Ark in advance, like a preview of the next version. As for the details, they still had to consider them for themselves.
