Ronglin smiled confidently. "If we build these facilities using the old construction methods, it'll undoubtedly cost a tremendous amount. The labor costs alone would be outrageous."
Building waterworks and roads required an enormous amount of resources. Especially in a hellhole like the Land of Rain, where cement roads had to be built. That would drive consumption even higher, making it far too difficult to construct roads connecting every region.

Ronglin smiled and tapped Uchiha Diqin on the head.
Uchiha Diqin timidly shrank her neck and rubbed her head, her face full of grievance. She hadn't been wrong, had she? Why did she get hit for that?

Ronglin set down his pen with a smile and looked at Uchiha Diqin.
"Rainwater."
Uchiha Diqin answered reflexively. Seeing the smile freeze on Ronglin's face, she hurriedly corrected herself. "Mud!!"
"People!!"
"Right, people lacking food!!!"
Uchiha Diqin was not stupid; she simply had not realized it. After Ronglin's reminder and a moment of fluster, she understood what he meant.
"Honestly, react faster next time."
Uchiha Diqin finally understood what he meant, and Ronglin breathed a sigh of relief.
