Shisui's compensation demands were too steep; Ay simply had no way to meet them. Kumogakure was not Konoha—there were only a handful of Kage-level experts, nowhere near as many as Konoha had. And even if they did have them, no one would agree to such conditions.
An arm was extremely important to any ninja. Without one, they could not even form hand seals. How many people could perform hand seals with one hand?
Not to mention that some high-level ninjutsu simply could not be performed one-handed. Ronglin asking for an arm was equivalent to demanding one of Ay's or Killer Bee's arms. Was that a condition Ay could accept?
"I hope you won't regret this."
Naturally, Ronglin had no intention of debating such grand principles with Ay. If he had, he would not have personally come to Kumogakure to kill.

Killer Bee, whom Ay had sent flying with a punch earlier, sprang out again, delivering another round of ridiculous yet laughable rap.
Was Killer Bee not afraid of Ronglin?
If that question were asked, most people would probably shake their heads vigorously. Ronglin had left a deep impression on Killer Bee, and Ay as well. But for the sake of the village, they could only stand against Ronglin.
Their responsibility would not allow them to take even half a step back.
At another time, or in private, Ay might have yielded. But before so many people, he could only hold out to the end.
