Three days passed, and Kumogakure's camp was basically complete. With the camp finished, it could effectively guard against a Konoha attack.

At that moment, however, Ay could not feel the slightest bit happy inside the Command Center. If Konoha kept harassing and attacking them, Ay could accept that, but the quieter Konoha became, the more uneasy he felt. He kept feeling as though Konoha had some unknown conspiracy hidden away.

"Has Konoha really made no moves at all over these three days?"

Ay had no choice but to ask again. He had already asked this question several times over the past few days.

"Replying to Lord Raikage, Konoha has made no moves at all. It's been very quiet. Over the past few days, aside from a few minor battles when we ran into their scouts, everything has been calm."

The people from the Intelligence Department also looked utterly frustrated. Just what was Konoha trying to do? Was this still a war?

Although they had said before that they would not attack before the camp was built, those words had been torn up that very day. There was no credibility to them at all.
