If all that money were used to develop the village, Konoha's strength could skyrocket in a short time. But Ronglin would not do that.
Konoha's development was important, but they could not pour all their money into Konoha alone. They also needed considerable investment outside. The Land of Fire was so vast; Konoha was not the only place with people capable of becoming ninja. There were plenty outside as well.
Unfortunately, aside from Konoha's own people, it was very difficult for outsiders to enter and join Konoha.
As Ronglin continued expanding Konoha, he also needed to allocate a great deal of money outside. By spreading investment across many places, more and more children with the potential to become ninja could receive proper education, then be integrated into Konoha.
Only then could Konoha truly be said to be developing at high speed.

Ronglin smiled dismissively. Did they think he had overthrown the Daimyo merely for twenty years of development?
