He values procedure even when confronting obvious wrongdoing. After the Chen family’s annihilation, he insists that any crimes should have been handled under Imperial Guard law rather than through private punishment. 20

Feng also displays political tact. Following the arms-smuggling case, he preserves Long Teng’s standing by returning seized arms to the Qingzhou Army and allowing Long to conduct his own internal reorganization, while ensuring the Imperial Guard’s merits are recorded. 29
