After all, the Wizarding World was not modern society; the very nature of its civilization was different. Copying everything wholesale from Earth's free and open environment was clearly unsuitable.
Angel personally leaned toward first placing restrictions on the creation of chat groups, then gradually opening things up later if an opportunity arose.
Just as Jon had said, giving too much all at once and setting the bar at the very top from the start would only make users feel that every function was a matter of course. Once things were left unchecked, they would cease to cherish them.
So it was better to set restrictions first and establish the tone. Once Tree Chat had more users in the future, they could slowly open it up. Perhaps by then, the chat group business could even become one link in a chain of interest exchanges.
Angel voiced his thoughts, but he did not force Jon to make changes. It was merely his personal opinion. It would be best to first look at more user feedback before making a decision.

Originally, the iterative updates for Tree Chat and the forum had fallen within Jon's scope of work, and he had already formed a preliminary plan for the update content. However, twenty percent of his development and reform of the Mother Tree Network relied on the development team's capabilities, while eighty percent relied on the permissions Angel had granted him.
