Though Valery Laboratory was a five-star laboratory, there were others that were more specialized and refined when it came to biologically modified weapons.
It was simply that biologically modified weapons of that sort were forbidden from being sold externally.
Angel asked, "So you mean Valery Laboratory is allowed to sell biologically modified weapons because its products are a notch worse than those of the other laboratories?"
Takiana froze for a moment before saying after quite a while, "No... that's not it."
Angel asked, "Then why?"
Takiana hesitated briefly, then said softly, "I don't actually know much either, but it seems to have something to do with funding and quotas."
Takiana did not elaborate, but Angel could roughly fill in some of the blanks. There were likely interests involved behind this. After all, no laboratory ever had enough funding, and opening up external channels was undoubtedly beneficial when it came to securing the largest possible share.
Yet a laboratory's research was fundamentally a strategic resource. To open it up externally, they first had to receive official approval.
